The discussion brought together experts from various sectors, including the Ministry of the Interior and Safety, the Digital Platform Government Committee, academia related to data, the legal field, and industry, to deliberate on the proposed amendments to the Public Data Act.
The Public Data Act, enacted in 2013, was designed to ensure citizens' access to public data and promote its private use to contribute to the nation's economic growth. However, recent evaluations suggest that there is still a deficiency of public data needed by the private sector, and there is a growing call to adapt to the changing landscape of data policy.

During the discussion, Eung-jun Jeon, Attorney at LIN, called for the expansion of the scope of the law's application and policy targets. He highlighted the importance of directly specifying the range of public institutions within the law and, when necessary, through an enforcement decree.
Furthermore, he commended the designation of high-quality, high-value public data with a significant impact on openness as priority open data. Enabling the provision of public data within the framework of the Personal Information Protection Act through pseudonymization was also deemed a meaningful measure.
